Coos County Board of Commissioners - Regular Meeting - November 4, 2025
Coos County Commissioners met Nov 4, 2025 and approved routine items (new WIC hire, park tractor, safety policies, telecom audit, phone contract, road vacation, estuary plan funding).
Big news: Riley Ranch Motocross Track is transitioning from Coos Riders (13+ years of service—huge thanks to Jason Budewig!) to Chuck & Decia Woods of Quad Cross Northwest. The new operators plan more events for quads, side-by-sides & bikes, plus better spectator areas. Everyone is collaborating on a smooth hand-off so the track stays open and gets even busier.

Actions Taken
Approved hiring Regina Gingery at Step 3 (pay grade 414) as Public Health Aide I for the WIC program.
Approved the purchase of a Kubota tractor (four-wheel drive, with cab) for Bastendorff Beach County Park in the amount of $46,462.10.
Adopted Resolution 25-10-206B making additional appropriations for Crime Victims’ Assistance grant funding (District Attorney’s office).
Adopted the Coos County Fall Protection and Ladder Safety Policy (Resolution 25-10-205L), effective November 1, 2025.
Authorized the chair to sign an agreement with Spyglass Group, LLC for a no-cost telecom invoice audit and potential cost-recovery services.
Approved a one-year sole-source contract with Intermedia Cloud Communications for county phone services (not to exceed $55,909.32).
Adopted Order 25-10-047PL vacating an unimproved segment of Jupiter Lane south of Bandon (originally approved May 2025; final findings completed October 2025).
Adopted Resolution 25-10-0215PL supporting pursuit of outside funding and consultant assistance to update the Coos Bay Estuary Management Plan.
Approved the consent calendar.
Riley Ranch Motocross Track Management Transition
The Board discussed the future operation of the Riley Ranch Motocross Track, currently managed by Coos Riders under Jason Budewig since 2011. Coos Riders has invested significant time and funds in infrastructure and has covered track insurance.
Chuck and Decia Woods of Quad Cross Northwest presented a proposal to assume management. They operate quad and side-by-side racing events regionally and stated they could increase track usage and revenue while continuing to support dirt-bike activities. Planned improvements include grooming, safety enhancements, and better spectator viewing areas.
The Board unanimously approved moving forward with negotiation of a new management agreement with Quad Cross Northwest. The motion provides for:
A required 90-day notice period to Coos Riders.
Allowing Coos Riders to hold a scheduled April 2026 event and maintain insurance coverage until that time.
A collaborative transition process involving Coos Riders, Quad Cross Northwest, Parks Department staff, and County Counsel to enable earlier implementation of new activities where possible.
Both current and prospective operators expressed willingness to cooperate on the transition and a shared interest in keeping the track operational.
Commissioner Reports
One commissioner provided an update on negotiations with the State of Oregon regarding the mental-health CFAA contract and related liability concerns.
A second commissioner read a lengthy statement (originally posted on X) written from the perspective of a former Democratic voter who described changing political views after researching various claims about former President Trump.
Public Comments
Three citizens spoke:
One addressed a prior commissioner statement regarding the cause of George Floyd’s death, citing autopsy findings that classified it as homicide.
One expressed disagreement with the commissioner’s statement on national politics and former President Trump.
One encouraged the Board to focus primarily on local and county issues rather than national politics and called for condemnation of political violence from all sides.
